Petroseas is looking for a Proposals Engineer to support the development of competitive, technically sound and commercially robust proposals for projects across the offshore, marine and energy sectors.
As Proposals Engineer, you will be involved from the moment a new opportunity or invitation to tender is received until contract award and handover to the project team. You will analyse client requirements, coordinate technical and commercial input and help translate project concepts into practical execution strategies and compelling proposals.
Working closely with Proposals Management, Engineering, Projects, Operations, Procurement, Commercial and external partners, you will play a central role in ensuring that every Petroseas proposal is complete, competitive, executable and aligned with the client’s requirements.

Your role
From initial tender review to final submission, you help bring together the technical, operational and commercial elements required to develop a successful proposal.
Your responsibilities include:
- Reviewing invitations to tender, requests for quotation, specifications, scopes of work and contractual documentation.
- Identifying key technical, operational and commercial requirements, risks, opportunities and interfaces.
- Developing an initial tender strategy and work plan together with the Proposals Manager.
- Coordinating the tender process across Engineering, Projects, Operations, Procurement, Commercial, SHEQ and other relevant disciplines.
- Distributing tender documentation and defining required input, responsibilities and deadlines.
- Monitoring proposal progress and ensuring technical and commercial deliverables are completed within the required tender schedule.
- Developing preliminary project execution concepts, methodologies, schedules and resource requirements together with the relevant technical teams.
- Coordinating input relating to vessels, equipment, personnel, subcontractors, logistics and offshore operations.
- Preparing and coordinating technical clarifications, qualifications, assumptions and exclusions.
- Reviewing technical documentation and ensuring proposed solutions comply with client requirements while remaining practical and executable.
- Supporting the preparation of cost estimates, budgets and pricing assumptions.
- Requesting and evaluating quotations from subcontractors and suppliers together with Procurement and relevant technical disciplines.
- Identifying project risks and opportunities and ensuring these are appropriately addressed within the proposal.
- Compiling technical and commercial proposal documentation into a clear and professional final submission.
- Supporting client clarification meetings and technical and commercial discussions during the tender process.
- Assisting the Proposals Manager during negotiations and subsequent proposal revisions.
- Maintaining complete and structured tender documentation and supporting information.
- Following contract award, preparing and coordinating a comprehensive handover to the Project Manager and project team.
- Contributing to lessons learned and continuously improving Petroseas’ estimating, tendering and proposal processes.
What you bring
This role suits someone who combines engineering understanding with commercial awareness and enjoys working across different disciplines to turn complex requirements into practical offshore solutions.
You are comfortable working with deadlines, can distinguish critical issues from details and communicate effectively with engineers, project teams, suppliers, subcontractors and clients.
We are looking for:
- A Bachelor’s or Master’s degree in Offshore Engineering, Marine Technology, Mechanical Engineering, Civil Engineering or another relevant technical discipline.
- Relevant experience within the offshore, marine, subsea, energy or engineering industry.
- Approximately 3+ years’ experience in proposals, tendering, estimating, project engineering or project execution is an advantage.
- A good understanding of offshore project execution and the interaction between engineering, equipment, vessels, personnel and logistics.
- The ability to interpret technical specifications, scopes of work and tender documentation.
- Commercial awareness and an understanding of how technical decisions influence project cost, schedule and risk.
- Experience working within multidisciplinary teams.
- Strong organisational skills and the ability to manage multiple inputs and deadlines simultaneously.
- A structured, analytical and solution-oriented approach.
- Strong communication and stakeholder-management capabilities.
- Attention to detail without losing sight of the overall project strategy.
- A proactive attitude and willingness to take ownership of assigned proposal activities.
- Professional proficiency in English, both written and spoken.
- Willingness to travel when required.
Experience from areas such as offshore construction, subsea operations, offshore wind, marine installation, decommissioning, heavy lift, drilling support, pipeline installation or other offshore energy activities is valuable but not essential where relevant technical and project experience can be demonstrated.
